TUESDAY, MARCH 22, 1988 <br /> <br />WHEREAS, the City of Martinsvilie is entitled to receive <br />assistance payments for the maintenance of eligible streets:under <br />the State Functional Classification System as set forth in Section <br />33.1-41.1 of the State Code, and <br /> <br />WHEREAS, the Department of Transportation recently completed an <br />inventory of streets within the City of Martinsville eligible for <br />maintenance payments in conformance with the State Functional <br />Classification System, a copy of which was submitted with the <br />request that said inventory be reviewed for possible errors and/or <br />omissions; and <br /> <br />WHEREAS, a review of said inventory has been completed, whereupon <br />it was concluded that a number of eligible streets had been <br />omitted from the final inventory; and <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />procedures for adding urban streets eligible for maintenance <br />payments under the State.Function Classification System as set <br />forth in Section 33.1-41.1 of the Code, it is necessary that a <br />request by Council resolution be made in order for the Department <br />to consider said additions; now, therefore, <br /> <br />BE IT RESOLVED, by the Council of the City of Martinsville, <br />Virginia, in regular session assembled this 22nd day of March, <br />1988, that it hereby requests the Virginia Department of <br />Transportation to add as eligible mileage for Principal/Minor <br />Arterial street maintenance payments 1.01 lane miles, and to add <br />as eligible mileage for Collector/Local street maintenance <br />payments 4.26 lane miles as shown on attached four (4) U-1 Forms, <br />all streets being located in and maintained by the City of <br />Martinsville. <br /> <br />Council unanimously "tabled" a proposed resolution which, if adopted, would <br />support efforts (particularly those by the Central Virginia Planning District <br />Commission and the Greater Lynchburg Chamber of Commerce) toward establishing a <br />Port of Entry (foreign trade zone) within the Central Virginia area. Questions <br />were raised by Councilmen McClain and Cole as to whether the Council's <br />endorsement of these efforts might preclude Martinsville or the local area from <br />being designated a port of entry at some point in the future; whereas, <br />Councilman Groden suggested that Mr. Robert W. Dowd, Executive Director of the <br />West Piedmont Planning District Commission, be invited to discuss this matter <br /> <br />with Council. <br /> <br /> <br />
