TUESDAY, MARCH 8, 1988 <br /> <br />a Coordinator for thelocal Crime Stoppers program, appeared before Council and <br />presented a report in which this local chapter has been instrumental in solving <br />295 cases since its inception in June of 1982, which resulted in 240 trials and <br />231 convictions. The value of stolen property recovered-was reported to be <br />$70,040.00 and the value of illegal'drugs recovered was set at $67,076.00; and, <br />rewards paid out during this period amounted to a total of $11,735.00 for <br />assistance to this organization. Council commended this organization for its <br />interest and efforts toward reducing crime in Martinsville and Henry County. <br /> <br />City Manager Brown reported that, as a result of successful negotiations by <br />representatives of the Virginia Municipal League and the Virginia Association of <br />Counties with Appalachian Power Company, Appalachian Power Company recently <br />agreed to reduce its tariff rates for general governmental service and public <br />school systems (including water pumping activities) by 10% for the last six <br />months of 1987 and 15% for the period which began January 1, 1988, subject to <br />the entering into appropriate agreements with Appalachian by each locality's <br />governing body served by Appalachian. In addition, jurisdictions served will be <br />offered new contracts for three-year terms which began July 1, 1987, thus making <br />the reductions effective retroactively. Mr. Brown pointed out, however, that <br />the direct impact of these reductions will not be as great upon Martinsville <br />(because Martinsville owns and operates an electric utility system) as it will <br />upon most of the jurisdictions served by Appalachian Power Company. <br /> <br />Responding to Councilman Cole's recent request for specific data on major <br />expenditure projects facing the City over the next several years, City Manager <br />Brown pointed to such areas as funding for public education, upgrading the City <br /> <br /> <br />
