TUESDAY, FEBRUARY 23, 1988 <br /> <br />for those residential property owners involved who are unable to help finance <br />(through a loan mechanism or otherwise) the costs of improvements for their <br />respective properties. Following this presentation, including photograph <br />"slides" of many properties within the target area, and upon motion, duly <br />seconded and unanimously carried, Council approved the Program Design, as <br />presented. Then, pursuant to duly-published notice, Council conducted a public <br />hearing on a proposal that the City apply for a Virginia Community Development <br />Block Grant in the amount of $700,000.00 to finance the cost of the target area <br />program to the extent hereinbefore cited. The Reverend William Shackleford, <br />Pastor of St. Paul's High Street Baptist Church, was present and expressed <br />support of the proposed improvement program. There being no objections <br />registered by any citizen to the program, Mayor Oakes declared this public <br />hearing closed; whereupon motion, duly seconded and unanimously carried, Council <br />adopted the following resolution authorizing the filing of an application by <br />City Manager Brown for a grant of $700,000.00 from the aforementioned agency: <br /> <br />WHEREAS, at a duly advertised publicshearing held February 23, 1988, <br />Martinsville City Council authorized the filing for an application for <br />Neighborhood Community Improvement Grant funds for the Fayette/Church <br />Street Project under the Virginia Community Development Block Grant <br />Program, for the purpose of rehabilitating residences, and upgrading <br />the exterior neighborhood-serving businesses, the construction of <br />sidewalks, gutters, downtown amenities, and upgrading of a City park as <br />discussed in the application and presented at the public hearing; and <br /> <br />WHEREAS, an estimated Coral of public and private funds in the amount <br />of $1,171,525 will be expended on this project, it is projected that <br />489 persons will benefit from the implementation of this project, of <br />which 391 will be low- and moderate-income persons; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on February 23, 1988, that a duly advertised <br />public hearing having been conducted on same date, the City wishes to <br />apply for $700,000 of Virginia Community Development Block Grant Funds <br />for the Fayette Street/Church Street Target Area; and <br /> <br />BE IT FURTHER RESOLVED that George W. Brown, City Manager, is hereby <br />authorized to sign and submit the appropriate documents for submittal <br />of this Virginia Community Development Block Grant application. <br /> <br /> <br />
