TUESDAY, FEBRUARY 23, 1988 for those residential property owners involved who are unable to help finance (through a loan mechanism or otherwise) the costs of improvements for their respective properties. Following this presentation, including photograph "slides" of many properties within the target area, and upon motion, duly seconded and unanimously carried, Council approved the Program Design, as presented. Then, pursuant to duly-published notice, Council conducted a public hearing on a proposal that the City apply for a Virginia Community Development Block Grant in the amount of $700,000.00 to finance the cost of the target area program to the extent hereinbefore cited. The Reverend William Shackleford, Pastor of St. Paul's High Street Baptist Church, was present and expressed support of the proposed improvement program. There being no objections registered by any citizen to the program, Mayor Oakes declared this public hearing closed; whereupon motion, duly seconded and unanimously carried, Council adopted the following resolution authorizing the filing of an application by City Manager Brown for a grant of $700,000.00 from the aforementioned agency: WHEREAS, at a duly advertised publicshearing held February 23, 1988, Martinsville City Council authorized the filing for an application for Neighborhood Community Improvement Grant funds for the Fayette/Church Street Project under the Virginia Community Development Block Grant Program, for the purpose of rehabilitating residences, and upgrading the exterior neighborhood-serving businesses, the construction of sidewalks, gutters, downtown amenities, and upgrading of a City park as discussed in the application and presented at the public hearing; and WHEREAS, an estimated Coral of public and private funds in the amount of $1,171,525 will be expended on this project, it is projected that 489 persons will benefit from the implementation of this project, of which 391 will be low- and moderate-income persons; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled on February 23, 1988, that a duly advertised public hearing having been conducted on same date, the City wishes to apply for $700,000 of Virginia Community Development Block Grant Funds for the Fayette Street/Church Street Target Area; and BE IT FURTHER RESOLVED that George W. Brown, City Manager, is hereby authorized to sign and submit the appropriate documents for submittal of this Virginia Community Development Block Grant application.
