A Youth Services Board shall elect its own officers and <br /> establish its own by-laws in compliance with all'~inimum <br /> Standards for the Delinquency Prevention and Youth Development <br /> Act of 1979". <br /> <br />5. A Youth Services Board member shall serve for a term of no <br /> less than three (3) and no more. than five (5) years. Initial <br /> appointments shall be staggered to ensure that not all terms <br /> expire at the same time. <br /> <br />The City of Martinsville and Henry County Office onYouth <br />shall be administered by the ANCHOR Group Home Commission and <br />assisted in its day-to-day operations by the Youth Services <br />Board. One (1) director shall be responsible for carrying out <br />the objectives set down by the Youth Services Board and the <br />principal administrative body. <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br />A. A financial report for the period ended December 31, 1987; <br /> <br />A report on the feasibility (or non-feasibility) of the City's <br />contracting with local banks to serve as receiving agents for <br />payments of City utility bills, as requested by Mr. William B. <br />Seagraves, with City Manager Brown citing certain problems there- <br />with as well as finding no justification at the present time to <br />make this additional service available; and <br /> <br />Co <br /> <br />A summary of a safety survey conducted by Mr. Oakley H. <br />Fitzgerald, the City's safety consultant, in which was found <br />some improvements (over prior surveys and periods) in certain <br />areas of the City operations, although there was some increase <br />in the injury rate. <br /> <br />In accordance with the requirements of Section 2.1-344 of the CODE OF VIRGINIA <br />(1950, and as amended), and upon motion, duly seconded and unanimously carried by <br />a recorded vote, Council convened into an Executive Session for the purposes of <br /> <br /> <br />
