TUESDAY, JANUARY 26, 1988 <br /> <br />Supervisors) for the creation of an Office on Youth under the guidance and <br />administration of the .ANCHOR Group Home Commission, and providing that the City of <br />Martinsville be the recipient of grant funds for this project: <br /> <br />WHEREAS, the City Council for the City of Martinsville is committed to <br />having identified, developed and delivered to youth such services in <br />the City of Martinsville that are designed to improve the quality of <br />life for youth and to prevent delinquency; and <br /> <br />WHEREAS, citizen participation is acknowledged as beneficial t0 <br />planning, development and coordination of services for youth; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsvilke, Virginia, <br />in regular session=assembled January 26, 1988, that: <br /> <br />There be established a Youth Services Board which shall derive <br />its authority from the local governing bodies and be <br />administered by the ANCHOR Group Home Commission, a joint <br />commission with members appointed by the City Council and <br />Henry County Board of Supervisors, empowered by the Code of <br />Virginia 16.1, Article 13. The Youth Services Board shall <br />function in an advisory capacity in the establishment of goals <br />and objectives, and the supervision and administration of the <br />Office on Youth, in compliance with '~inimum Standards for the <br />Delinquency Prevention and Youth Development Act of 1979", is <br />vested in the ANCHOR Group Home Commission. <br /> <br />Appointment to the Board shall be by the local governing <br />bodies of a set number of citizens, professionals and youth. <br /> <br />The responsibilities of the Youth Services Board shall include <br />but not be limited to: <br /> <br />Assisting the principal administrative officer in <br />establishing goals and objectives for the Office on <br />Youth. <br /> <br />Assisting the Office on Youth in conducting a <br />biennial needs assessment of youth in developing an <br />annual Delinquency Prevention Action plan· <br /> <br />Encouraging any additions, deletions, or changes in. <br />laws, policies and procedures that will improve <br />community conditions for youth development. <br /> <br /> <br />
