TUESDAY, OCTOBER 23, 1990 <br /> <br /> WHEREAS, any further regulations by the State upon <br /> localities regarding the operation of landfills and solid <br /> waste facilities are unnecessary and undesirable; now, <br /> therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Martinsville, Virginia, in regular session assembled <br /> October 23, 1990, that said Council does hereby strongly <br /> oppose these recommendations by the Virginia Department <br /> of Commerce to the General Assembly ~establishing <br /> legislation requiring licensure. of- key operating <br /> personnel at landfills and waste management facilities. <br /> <br />Council acknowledged a report by the Commissioner of the Revenueon <br /> <br />the 1990 Personal Property Tax Revenue in which Commissioner J. <br /> <br />Ronnie Minter reported that $2,021,217 had been collected, an 11% <br /> <br />increase over Fiscal Year 1989. <br /> <br />Council acknowledged a report from the City Manager· regarding a <br /> <br />complaint by Mr'. Carl Preston regarding an overflowing refuse <br /> <br />container in front of 1002 Fayette Street. Mr. Brown stated that <br /> <br />he had met with Mr. Preston to discuss the City's plan for handling <br />the situation and that Mr. Preston found the plan to be acceptable. <br /> <br />Council acknowledged a status report on a review of State revenue <br />adjustments in which Mr. Brown stated that the Schools had still <br /> <br />not cgmpletedtheir analysis and, therefore, he proposed to delay <br />the report until .the first or second meeting in November. <br />Councilman Oakes expressed concerns regarding this delay and asked <br /> <br />Mr. Brown to urge the School System to complete their report so <br />that the entire report could be given at Council's first meeting in <br /> <br />November. <br /> <br /> <br />
