492 <br /> <br />-TUESDAY, OCTOBER 23, 1990 <br /> <br />la question by Councilman Adams, Mayor McClain explained he had <br />asked Mr. Brown to bring the proposed Ordinance before Council. <br />Upon motion, duly seconded and by a vote of 4 "yes" and 1 "abstain" <br />(McClain), Council adopted the Ordinance on first reading. <br /> <br />Council' considered adoption of a Resolution opposing a <br /> <br />recommendation by the State Department of Commerce that would <br />require licensing of key personnel at landfills and waste <br /> <br />management facilities. Mr. Brown explained that he was strongly <br /> <br />opposed to the recommendations by the State Department of Commerce <br /> <br />and stated. that he did not believe the requirement would benefit <br />localities. Councilman Adams stated that he agreed with the <br /> <br />licensing requirements for personnel in water and wastewater <br />treatment plants~ but did not agree with the proposal to license <br />personnel at landfills. Upon motion, duly seconded and by <br />unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, the Virginia Department of Commerce ~ in <br />coordination with the Virginia Department of Waste <br />Management, is recommending that the General Assembly <br />consider legislation for a training and licensure program <br />for key operating personnel at landfills and waste <br />management facilities; and <br /> <br />WHEREAS, the Department of Commerce is further <br />recommending that.each permitted facility be required to <br />have a minimum of one State-licensed employee on the <br />premises during all Operating hours, with such <br />legislation allowingfor different levels of training and <br />licensure to be commensurate with the type of facility <br />operated; and <br /> <br />WHEREAS, the new Solid Waste Management regulations are <br />comprehensive enough to ensure the safe operation of <br />landfills and solid waste facilities without requiring <br />landfill operator certification; and <br /> <br /> <br />
