TUESDAY, OCTOBER 23, 1990 <br />Community Development during the next housing grant award in 1991. <br />Upon motion, ~duly seconded and by unanimous vote, Council <br />authorized acceptance of the Option Agreement. <br /> <br />Council considered adoption, on first reading, of Ordinance No. 90- <br />13 amending Article III--Examinations and Certificates, Section 3.1 <br />of the City's Building Code Ordinance. Mr. Brown explained that <br />the City's Building Code Ordinance requires that every person who <br />desires to engage in plumbing, electrical or building-related <br />mechanical work in the City be certified throughan examination <br />process as set forth in the Virginia Tradesmen Certification <br />Standard as established by the State Board of Housing and Community <br />Development, except for registered Class A plumbing, electrical or <br />mechanical contractors. However, Section 3, paragraph E of these <br />Standards states that "upon the adoption of a local ordinance <br />pursuant to these standards, local governing.bodies may exempt <br />tradesmen working in the trade, at the level of their expertise." <br />Mr. Brown stated that he was of the opinion that the City's <br />Building Code Ordinance should be amended to provide.for the four <br />types of exemptions as described in the proposed Ordinance. Mr. <br />Brown stated that the proposed Ordinance places the responsibility <br />of the certification of the proficiency of persons engaged in <br />plumbing, electrical or mechanical work upon corporations or <br />persons responsible for such work. In response to a question by~ <br />Councilman Oakes, Mr. Brown stated that the proposed Ordinance <br />would-not result in a loss of revenue for the City.- In response to <br /> <br /> <br />
