490 <br /> <br />TUESDAY, OCTOBER 23, 1990 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was <br />held Tuesday, October 23, 1990 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present': Allan <br />McClain, Mayor; Alfred T. Groden, Vice-Mayor, George B. Adams, Jr.; <br />L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation,~ Chief of Police Terry Roop introduced <br />Lieutenant Kermit Kanode as being promoted to the rank of Major in <br />the position of Assistant Chief of Police. Chief Roop also <br />introduced Sergeant David Edwards as being promoted to the rank of <br />ILieutenant in charge of the Criminal Investigations Division. <br />Mayor McClain expressed congratulations on behalf of Council to <br />bothindividuals. <br /> <br /> Council considered acceptance of an Option Agreement on behalf of <br /> the City for the purchase of a 15-acre tract of land for possible <br /> use for'a housing project to be constructed off of Smith Lake Road. <br /> <br />City Manager Brown explained that the Option Agreement gave the <br /> Citythe right to purchase 15 acres of land situated on Smith Lake <br /> Road from W.R. Broaddus, III, et al, heirs of W.R. Broaddus, Jr., <br /> at a price of $1,900 per acre for a total price of $28,500. The <br /> price of the Option is $100 and expires December 31, 1991. Mro <br /> Brown said that the Option would insure that the City could proceed <br /> with the proposed 28-unit housing project if the City's application <br /> islsubmitted and approved by the State Department of Housing and <br /> <br /> <br />
