Mr. Geisler stated <br />that the facility could be built in "pods" in which some pods would <br />accommodate maximum security.prisoners and others would house work- <br />· release inmates. In response to another question by Supervisor <br />Moran, Mr. Geisler explained that aregional jail is~preferabl!~;to <br />expansionor replacement of,the current facilities due to State <br />participation in funding.of the regional facility. <br /> <br /> Mayor McClain asked if the aging population and the apparent trend <br /> of~'a~.-decline ~in population for the area would lower the <br /> consultants·' projections for bed space needs. Mr. Geisler stated <br /> thatthe~at-risk population for incarceration is increasing as the <br /> general population ages. Mr. Geisler also stated that he did not <br /> believe the prelimifiary results from the 1990 Census require that <br />· · the consultants reevaluate 'the bed need projections because the <br /> projections are based mainly on jail population trends and not on <br /> · ' general population trends° Also, the jail population consists of <br /> many individuals who are'. not Martinsville or Henry County <br /> residents. <br /> <br /> ~-In response to a question by Councilman Oakes, Mr. Koehler stated <br /> <br /> ~that.~the regional jail could be developed in phases, so that all <br /> <br /> 320 beds would not have to be constructed immediately.
