would be needed. <br /> <br />TUESDAY, OCTOBER 9, 1990 <br /> <br />Mr. Geisler reviewed the cOnSultants' recommendations: <br /> <br />(1) build <br /> <br />a regional jail; (2) the regional'jail should be Duilt to have a <br />320 bed capacity; and (3) site to be selected basedon the <br />following criteria: minimum of 20 'acres of land, adequate <br />utilities, good transportation links,' and sensitivity to adjacent <br />land use. <br /> <br />Mr. Koehler reviewed three models' of cost projections for the <br />regional jail, which were included in the written report given to <br />Council and the Board of Supervisors.. The first model distributed <br />capital costs by population and operational costs by bed <br />allocation. The .second model distributed both capital and <br />operational costs by population. The third model distributed both <br />capit.al and operational costs by bed allocation. <br /> <br />Mr. Geisler briefly discussed transportation needs relating to the <br /> <br />regional ~jail. He noted that in many ~ regional jails, <br /> <br />transportation is-the responsibility of the regional jail. The <br />amount of transportation. can -be- minimized through video <br />arraignments and careful site selection. <br /> <br />Mr. Koehler stated that four steps would be needed to qualify the <br />project for State funding: (1) complete a needs assessment (now <br />completed.); (2) form a Regional Jail Board; (3) request State <br /> <br /> <br />
