480
~..

TUESDAY, OCTOBER 9, 1990

Mr. Brown and Mr. Lintecum made introductory remarks in which it
was noted that participationby Patrick County would be crucial for
the project to be feasible as a regional jail. Mr. Brown
introduced the consultants, Mr.'Howard Geisler, of Geisler Smith
Associates, LTD., and Mr. Gale K0ehler, of Sherertz, Franklin,
Crawford & Shaffner, Inc,

Mr. Koehler stated that the consultants had been working on this
study for two years. The consultants have previously evaluated the
three: current jail facilities and performed an assessment of the
two jurisdictions' detention. facilities needs for the next twenty

years .... They have also researched two alternatives to providing for

· the correctional services needs: Alternative B would be to expand
the current facilities; Alternative A would be to construct a new
regional jail. The consultants determined that, because the State
will fund 50% of the cost for a regional jail, Alternative A would
be more economical than Alternative B.

Mr. Geisler reviewed the space needs projections for the two
localities over the next twenty years. It was noted that currently
the two jurisdictions have an official capacity of 101 beds, but
are able to operate at a 120 bed capacity. The consultants'
research indicates that by 1993, 149 beds will be needed. 204 beds
will be needed by the year 2000, and 235 beds will be needed by the
year 2010. If Patrick County's needs are considered, the total
need:by 1993 would be 204 beds, and by the year 2000, 356 beds
