450 .i <br /> <br />FRIDAY, SEPTEMBER 14, 1990 <br /> <br />Mr. Armstrong explained that CAFV owns one piece of property, that <br />being its Shelter located on Cleveland Avenue. Upon motion, duly <br />seconded .and by unanimous vote,? Council adopted the following <br />Resolution: ~ <br /> <br />WHEREAS, the Citizens Against Family Violence, Inc., <br />operates a facility in the City of Martinsville; and <br /> <br />WHEREAS, the Citizens Against Family Violence (CAFV) <br />desires to.present legislation to the Virginia General <br />Assembly requesting exemption from taxation of real <br />estate and other property owned by them; and <br /> <br /> WHEREAS the Council of the City of Martinsville, <br />IVirginia, has duly advertised and conducted a public <br /> hearing in accordance with Section 30-19.04(B) of the <br /> Virginia Code Annotated, 1950, as amended; and <br /> <br />WHEREAS, the City CoUncil has considered all of the <br />requirements set forth by the statute in the above <br />referenced section of the Code and as far as can be <br />determined CAFV meets those requirements, as follows: <br /> <br />1. CAFV has received anlexemption from taxation <br /> pursuant to Section 501(c) of the Internal <br /> Revenue Code of 1954; <br /> <br />CAFV has no alcoholic beverage license; <br /> <br />Although CAFV employs paid personnel, much of <br />CAFV labor is volunteer and no director of the <br />organization is paid-compensation; <br /> <br />NO part of the net earnings of CAFV inures to <br />the benefit of any individual other than the <br />above-stated compensation to employees and a <br />significant portion~of the services provided <br />by CAFV is generated= by funds received from <br />donations~ contributions, and local and state- <br />grants; ...... <br /> <br />All of the services provided by CAFV serve the <br />common good by providing shelter and <br />counseling for. battered spouses; <br /> <br />Virtually no activities of CAFV involve <br />"carrying on propaganda" or otherwise <br />attempting to influence legislation nor does <br /> <br /> <br />
