FRIDAY, SEPTEMBER 14. 1990 <br />~A regular semi-monthly meeting of the' Council 'of the City of <br />Martinsville, .Virginia, with Mayor Allan McClain presiding, was <br />held Friday, September 14, 1990 in the Council Chamber, City Hall, <br />beginning at 9:30 A.M. All members of Council were present: Allan <br />McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; <br />L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain'S cordial welcome <br />to visitors, Council presented retirement 'stipends to Sergeant <br />Jewel Hagwood, Police Department, 27 years service (who was <br />present) and!Officer Wayne Lee Johnson, Police Department, 27 years <br />service (who was not present). Police Chief Terry Roop, City <br />Manager Brown, and Mayor McClain expressed appreciation to Sergeant <br />Hagwood for his service to the City. <br /> <br />Council approved the minutes of its August 28, 1990 meeting as <br />amended. <br /> <br />Council conducted a public hearing on a request by Ward L. <br />Armstrong, attorney for Citizens Against Family Violence, Inc., <br />(CAFV) that Council adopt a Resolution in support of the Agency's <br />request to the General Assembly of Virginia that they be declared <br />exempt from real estate taxation. Mr. Armstrong appeared before <br />Council and reviewed the requirements for the issuance of an <br />exemption to real estate taxation, explaining that CAFV meets all <br />such requirements.
