446 <br /> <br />._TUESDAY,'AUGUST28, 1990 <br /> <br /> Mayor McClain explained that this item had come to the Council for <br /> approval as a result of recently adopted legislation which states <br /> that no application for a permit for a new or modified stationary <br /> air pollution source shall be considered complete unless the <br /> applicant has provided the Department of Air Pollution Control with <br /> notification from the governing body of the city in which the <br /> source is to be located that the location and operation of the <br /> source are consistent with all local ordinances. In response to a <br /> question by Mayor McClain, Mr. Joel Baker, Assistant Director of <br /> Public Works/Building Official, stated that the proposed <br /> incinerator does not violate any local zoning ordinances. Upon <br /> motion, duly seconded and by unanimous vote, Council approved <br /> verification of conformity with the City's ordinances. <br /> <br />Council acknowledged a Personnel report for the year ending June <br />30, 1990. City Manager Brown and Mayor McClain commended Mrs. Judy <br />Robertson, Personnel Operations Supervisor, for the report. <br /> <br />Council acknowledged a report from the City Manager on the <br /> <br />preliminary 1990 Census results, which showed a decrease in <br />population. for Martinsville, from 18,149 to 16,034. Mr. Brown <br /> <br />stated that he would review the results for accuracy. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA <br />(1950, and as amended), and upon motion, duly seconded and carried <br />by a unanimous recorded vote, Council convened into Executive <br /> <br /> <br />
