AUGUST 14. 1990 <br /> <br />the new permits and closure plans within time constraints which <br /> <br />will be required under the standards. <br /> <br />In evaluating the feasibility of joint operations between the City <br />and the County, the consultants reviewed four potential landfill <br />sites with costs estimated for the City and County operating <br />jointly. and for each locality operating separately. In reviewing <br />the costs, Mr. Joyce pointed out that the cost for disposal per ton <br />of.waste decreases as the total tonnage increases. Therefore, <br />joint operationswould mean alower cost per ton. In response to a <br />question by Councilman Oakes, Mr. Joyce said.lthat the projections <br />did not include the cost of collecting the refuse which would be <br />brought to the landfill' <br /> <br />In response to a question, Mr. Joyce explained that the four <br /> <br />potential landfill sites examined in the consultant's study were <br /> <br />chosen as representative of possible sites within the County. <br />Also, there are some advantages to locating a new landfill in close <br /> <br />proximity to oneof the existing landfills due to the requirements <br />for post-closure monitoring of the old landfills. In addition, all <br /> <br />four sites are centrally located. <br /> <br />~· In reviewing the costs for each of the prospective sites, the <br /> <br /> ~consultants calculated.the. lowest costs ~at $27 per ~ton at the <br />=.~ Martinsville~North site with joint operation and250..tons per day <br /> <br /> <br />
