TUESDAY, JULY 10, 1990

obtaining employment. Councilman Wiltjams said that he was

planning on attending a meeting in Lynchburg later in the week at
which he would make his feelings known on the matter.

CouncilmanWilliams-reported that he had attended a meeting of the
Virginia Municipal Group Self-Insurance Association and that the
Association was increasing its membership. Mr. Williams also
reported that the Group had $24 million in its treasury.

Mayor McClain announced that the City=Council~and. City =Manager
would hold a retreat on July 27 and 28. The~purpose'of=the retreat
is to discuss broad issues of concern to the City. ~

Mayor McClain then made the following statementf .~

In =a recent Editorial, the Martinsville Bulletin
c0mmented= on my election as Mayor and Mr. Groden~s
election as Vice-Mayor that we had the experience and
ability and that it was now time to get to work. =As one
of my first acts as Mayor of Martinsville, I would like
to make a brief statement concerning pride.

Although I am not a native of Martinsville, like a new
church convert, I believe I am an even more enthusiastic
resident of this City than many who have=-lived here all
their lives. I have lived in cities large and small in
Pennsylvania,.iNew Jersey and Hawaii, .and I can say,
without hesitation, that I much prefer Martinsville to
any other place I have lived. And I can say that with
a real basis of comparison.

It has been said that we have a high crime rate here,
but we moved to Martinsville to get away from a truly
high crime rate. Few people here can say that they live
.in an apartment building where four outof six apartments
were burglarized in the past year or where a dinner guest
had the battery stolen from her car.while parked in front
of the building while she was eating dinner. And those
