400 ...

TUESDAY, JUNE 26, 1990

revisions to the City's Purchasing Manualwhichupdate the dollar
limits on small purchase orders, telephone bid requests and open
purchase orders. Mr. Brown explained that the limits had not been
altered since 1981 and the intention of the proposed change is to
adjust for inflation between 1981 and 1990 and to allow the Manual
to stay current for the next 2-5 years. In response to a question
by Councilman McClain, Mr. Brown stated that the changes are in
accordance with State law.

Council heard a report from the City Manager on the cost of renewal
of the City's insurance program. Mr. Brown reviewed a report from
Mr..Dick Fisher, the City's Property and' Casualty Insurance
Consultant, and recommended that the City renew its coverage with
the current carrier, The New Hampshire Company. Upon motion, duly
seconded and by unanimous vote, Council approved the proposed
renewal with the proviso that the City be allowed to payup to
$18,000 for an additional $1,000,000 Umbrella coverage.

Vice-Mayor Williams asked about the status of the request by Dean
Johnston to form a committee to study the quality of life and
economic opportunity in Martinsville. Mr. Brown reported that he
and the. Mayorhad met with Mr. Johnston and suggested that Mr.
Johnston form a private group to study the issue.

Vice-Mayor Williams questioned Mr. Brown about a "dump',.on Fayette
Street which he had previously brought to Mr. Brown's attention.
