TUESDAY, APRIL 24, 1990 <br /> <br /> The ~programs of other communities that we studied all <br /> mentioned the high cost of the drug war, but they seemed <br />.to-expect the money to come from. the local budget or <br /> state or federal grants. <br /> <br /> We decided to try to raise a substantial part of our <br /> needs through private fund-raising.' This decision has <br /> yet to be tested. <br /> <br /> At this point in our development, we recognized thatwe <br /> needed an organizational structure that would permit us <br /> to accept funds from local government as well as tax-free <br /> funds from private sources. Following a meeting.between <br /> the Finance Committee and the City government, the <br /> decision was reached to pattern ourselves after the <br /> Martinsville-Henry County Economic Development <br /> Corporation.-=~The City Attorney assembleda=~rough draft <br /> of a proposed charter. <br /> <br /> At this point, I wish to discuss the City/County <br /> situation.~You may recallthat you recognized, withme, <br /> that it would have been a discouraging task if we had <br /> insisted on Task Force members living in the~City. ...I <br /> <br />As Committee discussions progressed,-Inoone=~stopped at <br />the City line in their thinking. <br /> <br />When the "Rally Against Illegal Drugs" was held in <br />February,. we invited everybody .that we could think of. <br />The list included Mr. Bennett in Washington, the 5th <br />District .Representative in Washington, the==.Governor.of <br />Virginia, the Attorney General, our representatives in <br />Richmond,=._the City Council and the Board of Supervisors, <br />plus both School Boards. <br /> <br />The attendance of the Supervisors at the Rally <br />encouraging ...... <br /> <br />was <br /> <br />Following the Rally, Sheriff Rogersl. accepted <br />invitation to join the Law Enforcement Committee. <br /> <br /> On March 16, 1990, we visited the County Administrator <br /> and the Chairman of the Board to ask whether~they would <br /> like to be a part of the Task Force. <br /> <br /> ~We outlined -the organizational structure wherein they <br />=~/~;~mrwould..appoint .(5)-.members to the Board of Directors and <br /> City Council would appoint (5) members. <br /> <br /> <br />
