TUESDAY, APRIL 24, 1990 The ~programs of other communities that we studied all mentioned the high cost of the drug war, but they seemed .to-expect the money to come from. the local budget or state or federal grants. We decided to try to raise a substantial part of our needs through private fund-raising.' This decision has yet to be tested. At this point in our development, we recognized thatwe needed an organizational structure that would permit us to accept funds from local government as well as tax-free funds from private sources. Following a meeting.between the Finance Committee and the City government, the decision was reached to pattern ourselves after the Martinsville-Henry County Economic Development Corporation.-=~The City Attorney assembleda=~rough draft of a proposed charter. At this point, I wish to discuss the City/County situation.~You may recallthat you recognized, withme, that it would have been a discouraging task if we had insisted on Task Force members living in the~City. ...I As Committee discussions progressed,-Inoone=~stopped at the City line in their thinking. When the "Rally Against Illegal Drugs" was held in February,. we invited everybody .that we could think of. The list included Mr. Bennett in Washington, the 5th District .Representative in Washington, the==.Governor.of Virginia, the Attorney General, our representatives in Richmond,=._the City Council and the Board of Supervisors, plus both School Boards. The attendance of the Supervisors at the Rally encouraging ...... was Following the Rally, Sheriff Rogersl. accepted invitation to join the Law Enforcement Committee. On March 16, 1990, we visited the County Administrator and the Chairman of the Board to ask whether~they would like to be a part of the Task Force. ~We outlined -the organizational structure wherein they =~/~;~mrwould..appoint .(5)-.members to the Board of Directors and City Council would appoint (5) members.
