TUESDAY, APRIL 10, 1990 persons have graduated from the program. Approximately 40 persons who have been involved in the program have been non-readers. Council tentatively approved the budget request-of the Social Services De- partment, with certain adjustments noted and recognized by Council. Ms. Pat Conrad, Director of Social Services, stated that she would correct the line item under Health Insurance, resulting in a decrease in that item. Ms. Conrad presented Council with several adjustments from their budget request that had been given to the City Manager. In response to a ques- tion by Councilman Cole, Ms. Conrad explained that the increase-- in Travel ExpenSe was due to staff turnover and the concurrent need for training. Council tentatively approved the budget request for Juvenile and Domestic Relations in the amount of $14,350. Mr. Jan Reed read a prepared state- ment in which he stated that"in the 22 years since the Court Service Unit was organized to serve the 21st Judicial District, its personnel based in the Martinsville Municipal Building have never been provided with suitable quarters in which they could provide the important services that they ar.e called upon to provide." Mr. Reed stated that he was in favor of the pro- posed construction of.office space in the basement of the Municipal Build- ing to consolidate the Juvenile and Domestic relations staff. Council granted tentative approval to the budget request of the Health De- partment in the amount of $134,697 (a decrease from the amount in the bud- get proposal). Mr. Earl Jones was present to make the request.
