"Butch" Joyce, Jr.; Jack Andera and Jeff <br />Joyce; noting that this study would serve'as a guide.in~Ideveloping along-term <br />program of effective solid waste management, including recycling various waste <br />materials, for both the City and County as required by State regulations. <br /> <br />Mr. Butch Joyce explained that the purpose of the report was to address the <br />findings, the existing landfills and conditions, a listing and explanation of <br />various alternatives, costs, and conclusions m~d recommendations as-to a course <br />of action that could be considered for the future. They noted-that they <br />approached this task by (i) looking at the existing conditions of both the City <br />· and County landfills; (2) looking at the feasibility of separate or joint <br />disposalfacilities; and (3) looking at some of the alternatives to - <br />conventional landfills as to costs involved with the present situations, <br />directions for the future, and costs for the future. <br /> <br />The Consultant reported that in 1988, Solid Waste Disposal Regulations were <br /> <br />enacted which require compliance with the following schedule: <br /> <br />December 21, 1990 <br />199i <br />July 1, i992 <br />January 1, 1993 <br />1993 <br />1995 <br /> <br />Filing of landfill closure plans <br />Must be recycling 10% of waste <br />All waste will have to be placed in a "future" landfill <br />All currently existing landFills must be capped <br />Must be recycling 15% of waste <br />Must be recycling 25% of waste <br /> <br />Post-closure activities (water monitoring, leachate management, site <br />maintenance) must continue for 10 years, however, proposed federal <br />regulations will probably increase the post-closure period to 30 years. <br /> <br /> <br />
