TUESDAY, MARCH 13, 1990 <br /> <br />=inVolvethe reclassification of two officePs and their reassignment to the Spe- <br /> cialinvestigations'Unit, the puPchase of a new automobile with needed equip- <br /> ment, 11 voice-secure Padlos, clothing allowance, and a $14,000 increase in <br /> 0pePation funds. The total cost of this progPam is projected to be $66,272, <br /> this application is for $49,704, leaving a net local cost of $16,568 to be <br /> pequested in the FY90-91 Budget. This ppogPam will not incPease the numbeP of <br /> pepsonnel in the Police Depaptment--just some peassignments. <br /> <br /> Upon motion, Iduly seconded and unanimous vote, Council appPoved amendments to <br /> ~theCity's Pupchasing Manual to-bPing it into compliance with the. ViPginia <br /> cuPement Act. City Manager BPown stated that Article I, pupchasingPPinciples, <br /> Section 1.3, Extent of Competition would be amended by eliminating the second <br /> paPagPaph giving ppefePence to in-City vendors if all aspects of bidding ape <br /> equal because the AttoPney GenePal's Office had determined it was illegal to do <br /> so. Article VI, Request fop Bids, Section 6.6, Disqualification of BiddePs <br /> would be amended by changing the words "an indefinite period of time" to "a <br /> definite pePiod of time" to provide for a specified period of debaPment for <br /> prospective contPactoPs based on a contractoP's unsatisfactoPy perfoPmance. <br /> <br />Council accepted the City's financial report for month ending February 28, <br />1990, as prepared by Finance DirecroP Richard D. Fitts. <br /> <br />Council acknowledged receipt of Sheriff Maynard Gilley's report on his vehicle <br />stock, notingithat the Sheriff usually asks for one vehicle replacement each <br />year. Council asked City Manager Brown to meet with Sheriff Gilley and develop <br />a vehicle purchase plan by budget time. <br /> <br /> <br />
