266 <br /> <br />TUESDAY, FEBRUARY 27, 1990 <br /> <br />(c) No individual, firm or corporation participating in a <br />promotional sale or show as a retail merchant shall be liable <br />for any license taxation on his gross receipts generated at <br />such show under this Chapter if the promoter, manager, or <br />organizer obtains a license and pays the license tax as <br />provided in this section, and if the merchant reports to such <br />promoter, manager, or organizer the merchants total gross <br />receipts from such show. <br /> <br />(d) Nothing contained in this section shall be construed to <br />relieve any promoter, manager, or organizer of a promotional <br />show or sales of the obligation to pay any other license <br />taxes that may beimposed by this Chapter. <br /> <br />(e) The license taxes imposed by this section shall not <br />apply to any show or sale, if the only sales thereunder are <br />made directly by a non-profit organization. <br /> <br />(f) Each person, firm or corporation organizing, operating, <br />and managing promotional shows and sales shall keep accurate <br />and legible records, in English, setting'forth the amount of <br />the total gross receipts from all sales of goods or merchan- <br />dise at the promotional shows and sales. Such records shall <br />show the total gross receipts of each person, firm or group <br />engaged in such promotional sales and shows along with their <br />appropriate registration number for reporting Federal and <br />State taxes. These records shall be submitted to the Commis- <br />sioner of the Revenue at the end of the tax year which shall <br />be the basis for determining the actual amount of the busi- <br />ness license tax. Representatives of the Commissioner of the <br />Revenue's Office shall be allowed to examine such records <br />upon request to determine the amount of the license taxes due <br />under this section. <br /> <br />Council heard a request by the Martinsville-Henry County Community Awareness <br />and Emergency Response (CAER) Council for a $4,000 contribution to be applied <br />to a household hazardous waste collection day (Operation Clean Sweep) scheduled <br />for April 22, 1990 (Earth Day). Ms. Cindy Jefferson noted that this group is a <br />non-profit organization designed to enhance safety in the workplace. It was <br />noted that the total cost for this project is approximately'S50,000 and that <br />several industries in Martinsville and Henry County have agreed to underwrite a <br />major portion of this expense. It was reported that Henry County has contri- <br />buted $4,000, and they were asking the City to do the same. The project cost <br />of $50,000 included the cost of collection, transportation, classification, <br />packaging, recycling and disposal by a qualified business. Donald Draper, <br /> <br /> <br />
