TUESDAY, FEBRUARY 27, 1990 <br /> <br />had hurt their ability to get people to set up in the Mall common areas, <br />therefore, they would like to see this amendment approved. A motion was made <br />and duly seconded to amend the ordinance as presented to charge $500 instead of <br />$30 forthe annual blanket license. City Attorney David B. Worthy stated that <br />if the $500 license fee was levied initially for the license, the City would <br />not be allowed to charge $0.20 per $100 on their gross receipts because $500 is <br />the maximum charge allowed for Itinerant Merchants. Mr. J. Ronnie Minter~ <br />Commissioner of the Revenue, spoke in favor of the ordinance as presented. The <br /> <br />motion to amend the ordinance from $30 to $500 was withdrawn by proper motion <br /> <br />and second. Upon motion, duly seconded and by unanimous vote Ordinance No. <br />90-5 was adopted as presented, with a request that it be reviewed after the <br /> <br />first year. The Ordinance is as follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session assembled, February 27, 1990, that the City's <br />Business, Professional, Occupational License Tax Ordinance, 1983, as <br />amended, be amended by adding Section 4 under Article III, as follows: <br /> <br />ARTICLE III <br /> <br /> TAXES ON CONTRACTORS; RETAIL SALES; <br />FINANCIAL REAL ESTATE AND PROFESSIONAL SERVICES; <br />AND REPAIR; PERSONAL; BUSINESS AND OTHER SERVICES <br /> <br />4. PROMOTIONAL SHOWS AND SALES. <br /> <br />(a) Every person, firm or corporation engaged in the <br />business of organizing, operating, promoting, or managing <br />promotional shows or sales shall obtain a license for the <br />privilege of doing such business in the City and shall pay a <br />license tax equal to thirty dollars ($30.00) or twenty cents <br />($0.20) per hundred dollars of the total gross receipts from <br />all sales of goods or merchandise sold by individuals <br />participating in such promotional shows or sales, whichever <br />is greater. <br /> <br />(b) Promotional shows or sales shall include any show or <br />sale consisting of a group of persons or merchants selling <br />goods, wares, or merchandise such as hobby crafts, antiques, <br />art work, jewelry or second-hand articles, or any combination <br />of these. Any such show or sale shall be limited to thirty <br />(30) consecutive days or less. <br /> <br /> <br />
