264 <br /> <br />TUESDAY, FEBRUARY 27, 1990 <br /> <br />teachers, thus the need for an appropriation. Councilman McClain noted that, <br />traditionally the School Board has come up with Surplus Funds at the end of the <br />year and has asked to spend these funds for other projects/needs and, he would <br />assume that since they had to ask for an additional appropriation now that they <br />would not ask to spend any Surplus at the end of the year if such were avail- <br />able. Mayor Oakes stated that he felt we should consider any Surplus at the <br />proper time. Upon motion, duly seconded and a vote of 4 to 1 (Councilman <br />McClain voting "no") the $57,000 appropriation was approved. <br /> <br />Council received a report from S. Harold Lamm, Superintendent of City Schools, <br />setting forth the Budget Schedule for the School Board, noting that they would <br />adhere to the City's approved Budget Schedule in submitting all information. <br /> <br />Council considered on second reading Ordinance No. 90-5 amending the City's <br />Business, Professional, and Occupational License Tax Ordinance, 1983, as <br />amended, by adding Section 4 under Article III related to promotional shows and <br />sales. City Manager Brown noted that the management of Liberty Fair Mall had <br />expressed concern regarding the present policy whereby each individual or firm <br />who desires to sell or show merchandise in the Mall's common areas must <br />purchase a $50 Itinerant Merchants license to do so. The proposed ordinance <br />will require the Mall to purchase annually a $30 blanket license, keep records <br />of each persons sales (including their Federal/State Tax ID number), and file a <br />report at the end of the license year with the Commissioner of the Revenue's <br />office and pay the City $0.20 per $100 on gross receipts of total sales under <br />the blanket permit. It was pointed out that this procedure is practiced in <br />other localities in the general area.
