TUESDAY, FEBRUARY 27, 1990 <br /> <br />City wishes to apply for $296,000 of Virginia Community Development <br />Block Grant Funds for the 28-unit Residential Project; and <br /> <br />BE IT FURTHER RESOLVED that George W. Brown, City Manager, is hereby <br />authorized to sign and submit the appropriate documents for submittal <br />of this Virginia Community Development Block Grant application. <br /> <br />Council considered on second reading Ordinance No. 90-4 amending Chapter 12, <br />Article IV, Sections 12-81, 12-82 and 12-103 of the City Code related to <br />parking time limits and fees for violations in the downtown shopping area. <br />City Manager Brown noted that these amendments would limit off-street parking <br />to three hours (Monday through Friday) whether 'a vehicle is in the same space <br />or not, there would be no parking enforcement on Saturdays, and the penalty for <br />overtime parking violations would be increased from $5.00 to $10,00 for <br />off-street parking lots and from $3.00 to $5.00 for on-street parking. Mr. Tim <br />Robertson of Bagpipes on Main Street asked that Council table this matter until <br />the Downtown Business Association (DBA) and the Commercial Development <br />Commission (CDC) could meet together. He also asked that Council consider <br />extending the on-street parking limit from 20 minutes to 45 minutes. Mr. <br />Ronnie Stone, Chairman of the CDC, stated they would welcome cooperation with <br />the DBA. Upon motion, duly seconded and by unanimous vote, Council tabled this <br />matter until the DBA and CDC could discuss together, with a report to come back <br /> <br />to Council, <br /> <br />Council heard a request by Mr. S. Harold Lamm, Superintendent of City Schools, <br />on behalf of the School Board for an additional appropriation of $57,000 to the <br />FY89-90 School Budget. He noted that during the current year's budget <br />discussions, Council had stated that if additional funds were needed the School <br />Board could come back to Council and make such request.
