TUESDAY, FEBRUARY 13, 1990 <br /> <br />Bennett, who owns property on Moss Street; Robert Martin, a <br />contractor; and Bruce Dallas, who lives on Massey Street. There <br />were no adverse comments on this project. Upon motion, duly <br />seconded and unanimous vote, Council tentatively approved the <br />application as presented, pending a second public hearing to be <br />conducted February 27, 1990. <br /> <br />A 28-unit new housing project to be constructed on a 15-acre tract <br />of land situated between Smith Lake Road and the Norfolk/Southern <br />Railroad and located adjacent to the west boundary of land owned <br />by Nationwide Homes, Inc., on which their manufacturing plant is <br />situated. It was noted'that this project would include the <br />purchase of land, construction of street including curb and <br />gutter, extension of water line and sewer line as necessary. It <br />is anticipated that low-interest loans will be available through <br />VHDA to potential buyers of housing units to be located in the <br />project area. These housing units are to be built by builders' <br />under contract with the City at no cost to the City for low- to <br />moderate-income'persons. This grant application would be for <br />$296,000. During the public hearing, favorable comments were made <br />by Christine Bennett, as a realtor; Robert Martin, a contractor; <br />and Bruce Dallas. There were no adverse comments on this <br />project. Upon motion, duly seconded and unanimous vote, Council <br />tentatively approved the application as presented, pending a <br />second public hearing to be conducted February 27, 1990. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved on'first <br />reading Ordinance No. 90-4 amending Chapter 12, Article IV, Sections 12-81, <br />12-82 and 12-103 of the City Code related to parking time limits and fees for <br />violations in the downtown shopping area. City Manager Brown noted that these <br />amendments would limit off-street parking to three hours (Monday through <br />Friday) whether a vehicle is in the same space or not, there would be no <br />parking enforcement on Saturdays, and the penalty for overtime parking <br />violations would be increased from $5.00 to $10.00 for off-street parking lots <br />and from $3.00 to $5.00 for on-street parking. Mr. J. B. Travis, 401 Fifth <br />Street, stated that he was opposed to increasing the penalty for violation of <br />on-street parking limits. Christine Bennett, who owns a business on Main <br />Street, expressed concern of violations by employees of other businesses on <br />Main Street. <br /> <br /> <br />
