244 <br /> <br />TUESDAY, FEBRUARY13, 1990 <br /> <br />Under Business from the Floor, Ms. Audrey Minter, 141 Grayson Street, spoke on <br />be~nalf of the Martinsville Senior Citizens Center, expressing appreciation for <br />the existing facilities, but noting that they were not adequate for some of <br />their activities, therefore, they were requesting the Council and Administra- <br />tion toconsider providing a larger facility for use by the Senior Citizens of <br />Martinsville.'.Council accepted her report and directed City Manager George W. <br />Brown to review this matter and report back to Council as to the need and/or <br />any recommendations. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council scheduled a public <br />hearing for February 27, 1990,· on a request by Broad Street Christian Church to <br />close and abandon two ten-foot alleys (one public and one private) located <br />perpendicular to College Street and north 'of Market Street. It was noted that <br />a value would be determined for the public alley, for which the Church would <br />have to pay 50% of the appraised value for the abandonment, if approved. <br /> <br />Pursuant to duly-published notices, Council conducted two separate public <br /> <br />hearings on proposed applications to be submitted to the Virginia Department of <br /> <br />Housing and Community Development for Community Development Block Grant Funds <br /> <br />for two housing projects in the City for funds not to exceed $1,000,000 for <br /> <br />both projects: <br /> <br />Rehabilitation of a target area project situated in the Church/ <br />Moss/Cemetery/Barton/Massey/Endless Street area, plus a portion of <br />Armstead Street and all of Amy Avenue situated north of Fayette <br />Street. It was noted that this project would include rehabilita- <br />tion of housing stock, curb/gutter and sidewalk improvements, and <br />water line upgrading. It would be an extension of the existing <br />rehab project in the Fayette/Church/Market Street area, but would <br />not involve commercial property and landscaping such as that pro- <br />ject did.
