246 <br /> <br />TUESDAY, FEBRUARY 13, 1990 <br /> <br />Upon motion, duly seconded and on a recorded vote of three to one (Council'man <br />McC~ain voting "no" because he did not believe the amendment was keeping with <br />the purpose of the itinerant merchants tax), Council approved onfirst reading <br />Ordinance No. 90-5 amending the City's Business, Professional, and Occupational <br />License Tax Ordinance, 1983, as amended, by adding Section 4 under Article III <br />related to promotional shows and sales. City Manager Brown noted that the <br />management of Liberty Fair Mall had expressed concern regarding the present <br />policy that each individual or firm who desires to sell or show merchandise in <br />the Mall's common areas must purchase a $50 itinerant Merchants license to do <br />so. The proposed ordinance will require the Mall to purchase annually a $30 <br />license, keep records of each persons sales (including their Federal/State Tax <br />ID number), and file a report at the end of the license year with the <br />Commissioner of the Revenue's office and pay $0.20 per $100 gross receipts of <br />total sales to the City. This procedure is practiced in other localities such <br />as Danville, Lynchburg and Roanoke. ' .... <br /> <br />Council heard a request by Mr. Erwin Katz, 1038 Oak Street, that the City <br />consider providing paid personnel for the Martinsville-Henry County Rescue <br />Squad in order to have qualified people available at all times to respond to <br />emergency situations. He related his own experience stating that, when his <br />wife was ill, the Rescue Squad volunteers were not trained to use the equipment <br />needed to resuscitate his wife. Council advised Mr. Katz that his request <br />would be considered along with'the study now being conducted for Martinsville <br />and Henry County regarding the operation of emergency services. <br /> <br />Council gave preliminary authorization for the Sheriff to place an order for an <br />automobile for his department under the current State contract, subject to <br /> <br /> <br />
