They felt that the answer is to provide redemp- <br />tion centers for recyclables such as aluminum, glass, and paper. If operated <br />properly you could see the difference and could put profit back into your· <br />community. <br /> <br />Council considered and accepted a quarterly report that had been submitted by <br />the City Treasurer on the City's investment of funds. It was noted that all of <br />the City's funds are on deposit at Patrick Henry National Bank now, rather than <br />at two different banks as has previously been practiced. <br /> <br />Upon motion, duly seconded and unanimously carried, Council endorsed a <br />recommendation by the Law Enforcement Sub-Committee of the City's Blue Ribbon <br />Drug Study Committee to repeal Section 18.2-251 of the Code of Virginia, which <br />allows a first time drug possession offender one year probation and dismissal <br />of the charge, and requires that all costs of the investigation and trial be <br />borne by the taxpayers. It was noted that this information would be relayed to <br />our Legislators in the General Assembly asking for their support in the repeal <br />of House Bill 439. <br /> <br />Council acknowiedged receipt of the City's Financial Report ending December 31, <br />1989, as prepared by Director of Finance Richard Fitts. Council asked for a <br />report at Council's forthcoming meeting of a breakdown of costs involved in the <br />operation of English Field last year. <br /> <br /> <br />
