TUESDAY, JANUARY 23, 1990 <br /> <br />Upon motion, duly seconded and unanimously carried, Council set two separate <br />public hearings for Council's February 13 and February 27, 1990, meetings on <br />two separate housing project applications to be submitted to the Virginia <br />Department of Housing' and Community Development for consideration of two <br />Community Development Block Grants for the following projects: (1) $296,000 <br />requested for a 27-unit new housing project to be constructed on a 15-acre <br />tract of land situated between Smith Lake Road and the Norfolk/Southern Rail- <br />road and located adjacent to the west boundary of land owned by Nationwide <br />Homes, Inc., on which their manufacturing plant is situated (this would involve <br />funds to purchase the property, install utilities, street improvements, engi- <br />neering, administration, etc.); and (2) a yet undetermined amount of money for <br />rehabilitation of a target area sitauted in the Church/Moss/Cemetery/Barton/ <br />Massey/Endless Street area, plus a portion of Armstead Street and all of Amy <br />Avenue situated north of Fayette Street; this being an extension of the current <br />housing rehab project in the Market/Church/Fayette Street area. It was noted <br />that the total cost of both projects could not exceed $1,000,000. After <br />comments from Mrs. Christine Bennett, the motion was amended, duly seconded and <br />unanimously carried that Moss Street be studied for inclusion in the proposed <br />rehab project. <br /> <br />Council considered comments regarding Senate Bill 466 relating to refundable <br />beverage containers, but took no action. They heard from: Mr. Billy Lawrence, <br />President of Lawrence Distributing Company; Mr. JohnC. Hamlin, Operations <br />Manager for Danville Distributing in Danville who was also a City Councilman in <br />Danville; and Mrs. Nancy Henderson, Chairman of the Martinsville-Henry County <br />Clean Community Commission; who all spoke in opposition to this Bill.
