TUESDAY, JANUARY 23, 1990

"SPRUCE STREET" for all that portion of the original Spruce Street,
beginning at Rives Road to Grattan Road, then following the new
0' alignment from near Grattan Road to Corn Tassel Trail, and connecting
with the old alignment near Corn Tassel Trail to a point south of
Hunting Ridge Road where the roadway enters Henry County permanently
(Corporate Limits).

"SPRUCE STREET EXTENSION" for that portion of the original alignment
beginning near its intersection with Grattan Road and ending approxi-
mately 400 feet east of Corn Tassel Trail.

Pursuant to a duly-published public notice, Council conducted a public hearing
on a petition by Mr. David W. Reeves requesting an amendment to Section VIII,
Regulations for Special Types of Uses, of the City's Zoning Ordinance in order
to omit the two-acre min.imum requirement for townhouses in "unified housing
developments". It was noted that the Planning Commission had recommended
approval of this amendment. There were a dozen or so citizens present in
opposition to this request. Those that spoke against it were Jim Peverall, 732
Craig Street; J. Randolph Smith, Jr., 817 Mulberry Road; Dr. Donald Grayson,
902 Mulberry Road; Dottie McMillian, 905 Mulberry Road; and Christine Bennett,
807 Mulberry Road. City Manager Brown stated that Mr. Reeves had requested a
Special Use Permit sometime ago to develop a townhouse project on a particular
parcel of land in the area of Mulberry Road and Circle Court, but later with-
drew his request because of not being able to meet the minimum acreage require-
ments (2 acres) for this type development. It was explained that Mr. Reeves is
now seeking an amendment to the Zoning Ordinance that would eliminate the two-
acre requirement which would allow him to construct townhouse units on this
particular parcel of land. It was noted that this amendment would be appli-
cable to any other parcels of land within the City. It was also noted that Mr.
Reeves, or any other developer, would still have to request a Special Use
Permit from the Planning Commission and City Council, even if this amendment is
