TUESDAY, JANUARY 9, 1990 <br /> <br />Council acknowledged a report by City Manager George Brown that the Department <br />of Motor Vehicles had denied funding on a request by the Police Department for <br />radar replacement/speed enforcement equipment. Since the grant required a <br />matching amount of money and the project was for two units the Police Depart- <br />ment can still purchase one unit with the local match. Councilman McClain <br />expressed concern that a precedent would be set, but City Manager Brown assured <br />him this particular project was unique because there were two separate units <br />involved in the initial request, unlike most projects where the total amount of <br />money (grant and local match) is needed to implement a ~project. <br /> <br />Council acknowledged and commended City Manager Brown on a very thorough report <br />having been submitted outlining the City's employment procedures as a result of <br />inquiries made by Vice-Mayor Williams as to the hiring of minorities by the <br />City. Council asked that the report be made a part of these minutes (see <br />Appendix A) and also that it be distributed to the leadership of the Black <br />community so they will know our procedures and they can refer to it when they <br />have a concern expressed to them. It was noted that the report also stated <br />specific areas of training needed for various jobs as well as the availability <br />of such training in the local area. The City Manager commented that the City <br />is committed to fair hiring practices based upon applicants"qualifications <br />regardless of their race or nationality. Vice~{ayor Willjams stated, "I am <br />still interested in seeing a third party come in and take a look at us... <br />nothing has changed my thoughts and I don't think it will...until a report <br />comes back saying I am all wet...I will not be satisfied". City Attorney David <br />Worthy stated that the procedures as set forth in the report are fair and the <br /> <br /> <br />
