TUESDAY, JANUARY 9, 1990 <br /> <br />City is not obligated to meet any quota requirements as to the hiring of <br />Blacks/minorities. The Mayor noted that he and others had met with some of the <br />Black leaders in the Community in an effort to better understand this problem. <br />He stated further that the Council is committed to fair hiring practices, they <br />are looking at the situation, but as to a third party investigation, that is up <br />to the people that have a definite complaint against the City--they will have <br />to come forth and express their concern. <br /> <br />Upon motion by Councilman Cole, duly seconded by Vice-Mayor Williams and <br />unanimously carried, Council approved the Budget Development Schedule for <br />Fiscal Year 1990-91, as presented by the City Manager. <br /> <br />The following comments were made by various Councilmen: (1) Councilman Cole <br />noted that the intersection of Market and Commonwealth is very congested at <br />certain times of the day. He asked when the traffic signal would be installed <br />and what could be done in the meantime. Leon Towarnicki, Director of Public <br />Works, noted that the needed poles were ordered and should be in the first part <br />of February and installation would take 1 to 1-1/2 weeks assuming favorable <br />weather conditions. Ite also noted that the poles for the Market and Bridge <br />Street intersection were ordered and should be in soon. (2) Vice-Mayor <br />Williams noted he had received complaints from a Mrs. Edwards and Mr. Travis <br />about their electric bills being estimated. It was not~ed by City Manager Brown <br />that this problem--lack of manpower--should be resolved now that a Meter Reader <br />had been hired and was reading meters. (3) Mayor Oakes and Councilman Cole <br />commented on the Pannill-Sara Lee meeting recently held, noting the Company's <br />interest in the people and the community.
