TUESDAY, JANUARY 9, 1990 <br /> <br />even though they had a designated area behind the Municipal Building for · <br />parking, thus they were utilizing parking .spaces that potential customers <br />needed. It was also brought out by the merchants, viz., Georgia Lee of Holt's <br />and Doris Draperof Draper's Florist, that parking is abused by employees and <br />merchants who know when the police patrol the parking lots and they, therefore, <br />move their vehicles accordingly to enable them to park all day. At one point a <br />motion was made by Vice-Mayor Williams, duly seconded by Councilman Cole to <br />reduce the time limit for parking to one and one'half hours, to which <br />Councilman McClain stated he would have to vote against the motion. In the <br />ensuing discussion, the motion and second were withdrawn by Willjams and Cole. <br />Councilman McClain noted that there was approximately three years left on the <br />Lease the City had with Mr. Franck for the use of this parking lot and he would <br />like for the City Manager to study the Code and come up with suggestions to <br />solve the problem--abuse of parking in the downtown area whether by students, <br />employees or merchants--and work towards some solution to this problem of abuse <br />during the time left on the lease. He suggested that parking be limited to no <br />more than three hours in any one lot and that an increase of fines for <br />violation be increased. Mr. Robert Canupp asked that the Commercial <br />Development Commission and Downtown Business Association be involved in the <br />study of this matter. The recommendation from the CDC was thus denied and the <br />matter tabled pending further study. <br /> <br />It was noted that the request from McCauley Aron for relief from charges for <br />relocating a power line crossing his property abutting Sam Lions Trail had been <br />delayed until the next meeting of Council, at the request of Mr. Aron. <br /> <br /> <br />
