226 <br /> <br />TUESDAY, JANUARY 9, 1990 <br /> <br />Procedure for FilingApplications--No Vacancies <br /> <br />When an individual visits or calls the Personnel Office and expresses <br />an interest in employment and a vacancy does not exist, the interested <br />person is advised of this. However, the individual is encouraged to <br />complete a City application which will be placed on file in the event <br />the desired position comes open at a later date. Applications are <br />kept on active file in the Personnel Office for six months and can be <br />kept indefinitely in the active file if updated periodically by a <br />visit or phone call by the applicant. Inactive applications are kept <br />in a separate file drawer for three years and can be reactivated by a <br />request from the applicant at any time. <br /> <br />I have again given thorough review and consideration to the above <br />procedures from a point of view of advertising Job vacancies, application <br />evaluation, and employment selection and have concluded that the system <br />is thorough and comprehensive and, in my opinion, is being administered in <br />a fair and unbiased manner. <br /> <br />WAYS OF UPGRADING QUALIFICATIONS <br /> <br />I have discussed the matter of employment of minorities with our <br />Department Heads and Personnel Operations Supervisor as to actions that <br />could be taken that would address this situation in a positive manner. <br />Since our employment procedure is and should be based on qualifications of <br />applicants for City positions, I have concluded that the problem is <br />directly relatedto the lack of applicants having qualifications required <br />for many of the jobs that are advertised. <br /> <br />I have therefore reviewed the general qualifications for personnel in the <br />various City departments and wish to offer the following with respect to <br />job qualifications and ways in which those who are interested in <br />employment with the City can improve their skills, which, if taken <br />advantage of, would enhance their employment opportunities with the City. <br /> <br />Department Heads <br /> <br />Department head positions require at a :minimum a bachelor's degree in a <br />specific field of interest or equivalent training and experience required <br />to carry out the responsibilities of the position. Applicants having <br />interest in these positions should possess or obtain a minimum of a <br />bachelor's degree related to responsibilities of a specific department <br />head position from an accredited college or university such as Averett, <br />Redford University, Virginia Polytechnic Institute and State University, <br />and other such institutions. Considerable experience is also an asset in <br />being selected for such positions. There are other qualifications that <br />are factors in selecting individuals for these positions such as reference <br />checks, interview results, etc. <br /> <br />Office Staff and Clerical Positions <br /> <br />These positions generally require knowledge and skills in typing, <br />bookkeeping, dictation, computer or word processing, filing, communication <br />skills, and skills in general office management procedures and techniques. <br /> <br /> <br />
