2 <br /> <br />TUESDAY, JANUARY 9, 1990. <br /> <br />Most positions are advertised for three to five days, except <br />administrative/professional positions which may be advertised for as long <br />as one month. City employees are notified of vacancies by written notice <br />which is posted in departments and worksites for a minimum of five working <br />days in accordance with Sec. 3-2.2 (c) of the Employee Manual. <br /> <br />Applicants are given the attached City of Martinsville Application <br />form, which consists of three pages, plus a separate EQUAL EMPLOYMENT <br />OPPORTUNITY INFORMATION supplement form. The application has to be <br />dated and signed by the applicant in order to be valid. The EEO <br />supplement is not a part of the application and completion of the form <br />is not mandatory, as the application will be considered without the <br />EEO information, but this data is needed to compile the annual EEO,4 <br />report and is eventually placed in a separate file for this purpose. <br />The applicant is requested not to put his/her name on the EEO <br />supplement. The information on the EEO form consists of educational <br />level, race and sex which is transferred to a reference list kept in a <br />separate file in the Personnel Office. The application is then placed <br />in a file folder with a label designating the name of the applicant, <br />the date and the position applied for. <br /> <br />4. After the specified deadline date, applications for the advertised <br /> position are passed along to the appropriate department head with a <br /> memorandum from Personnel specifying the number of applications <br /> received, the advertisement dates, the recruitment sources utilized, <br /> with a request that the department bead send to the Personnel Office a <br /> list of all applicants interviewed for the position, along with any <br /> appropriate comments related to the interviews. <br /> <br />The department head, with assistance from department supervisors where <br />applicable, conducts a thorough evaluation and review of each <br />application in terms of overall qualifications for a specific job or <br />position, which includes academic background, Job-related experience, <br />reference checks and evaluations. The application evaluation is <br />performed without any information being passed along as to race or <br />ethnic background of any applicants. The applications are then graded <br />and screened, with those having the best qualifications being invited <br />for an interview. The applicant having the highest qualifications, <br />including interview results, is then offered the job or position <br />regardless of race. <br /> <br />The Personnel Office is informed by the department head when an <br />applicant has been selected for the position, and a subsequent <br />confirmation letter is sent to the applicant informing him/her of date <br />of employment, starting salary, status of employment (probationary) <br />and other pertinent information. A "regret letter" is sent by the <br />Personnel Office to all persons applying for the advertised position <br />as soon as possible after a Job is filled. The Personnel Office signs <br />up the new employee on the first day of employment and the required <br />forms are completed and relevant information given to the new <br />employee. <br /> <br /> <br />
