City Manager <br /> <br />SUBJECT: City Employment <br /> <br />APPENDIX A <br /> <br />This report is in response to concerns expressed by.Vice-Mayor Clyde L. <br />WillJams in a letter to the Mayor, City Council and myself, dated December <br />4, 1989. The intent of this report is to clearly set forth the procedures <br />that are followed with respect to the processing of applications for <br />filling job openings within the City and to identify ways and means by <br />which those interested in City employment can become more qualified to <br />fill the various jobs and positions wi;hin the City government. <br /> <br />CITY EMPLOYMENT <br /> <br />Procedure for filling Job VacanCies <br /> <br />When a permanent position under the jurisdiction of the City Manager is to <br />be filled from outside a department, the department head or his/her <br />designee informs the Personnel Office and the following procedures are <br />implemented: <br /> <br />A'written advertisement, which includes basic information, such as job <br />title, summary of duties, educational requirements, preferred <br />experience criteria, as well as work schedule, starting pay range and <br />any other pertinent information which might be related to the position <br />is prepared based on the position job description. The advertisement <br />is concluded by giving the location of the Personnel Office, phone <br />number and stating a specific deadline for applying for the job. <br /> <br />This data is sent to: The Virginia Employment Commission, the <br />Martinsville-Henry County Voter's League, the NAACP, Patrick Henry <br />Community College, National Business College and the Martinsville <br />Bulletin. For technical positions (Water Plant Operator Trainee, <br />Police Officer, Firefighter, etc.), the Roanoke Times & World News, <br />the Danville Register are also notified. For <br />administrative/professional vacancies (Assistant to the City Manager, <br />Purchasing Agent) all the above recruitment resources are utilized, <br />along with the Greensboro News & Record and Richmond Times Dispatch, <br />and certain professional magazines and newsletters· However, it <br />should be noted that the Martinsville Bulletin is notified in every <br />instance when a job vacancy is advertised. <br /> <br />55 WEST CHURCH STREET <br /> <br />P.
