TUESDAY, DECM~BER 12, 1989 <br /> <br />as well as a need to resolve the franchise fee problem and a need for <br />information on "what it takes" to negotiate a new franchise. Mr. Mick noted, <br />that with two years remaining in the life of the current franchise, and in <br />accordance with Federal regulations, Adelphia is ready~and willing to begin <br />negotiations for a new franchise. <br /> <br />After discussing the question as to whether it can be to Martinsville's <br />advantage to become a member of the recently-formed Coalition for Effective <br />Local Government, whose goals and activities were brought to Council's <br />attention at Council's November 28th regular meeting by Mr. Jerry L. Gwaltney, <br />Organizer/Chairman and City Manager of the Cityof Waynesboro, Virginia, <br />Council unanimously agreed that the City will become a member of this <br />organization, subject to the City's having equal representation, having a <br />member of Council as.a member of the organization's Executive Board, and to <br />Martinsville's problem/interest (as now affected or as may be affected by <br />annexation laws) being made a major plank in the Coalition's platform. <br /> <br />City Manager Brown reported that the Commercial Development Commission, after <br />having recently considered parking regulations in effect for the City-leased <br />parking lot off Bridge Street and to the rear of Jefferson Plaza, as well as <br />reported abuses by National Business College students by their usage of this <br />lot and their failure to use free parking provided by the City to the rear of <br />City Hall, now recommends that the current three-hour parking time limit on the <br />Jefferson Plaza lot be reduced to one hour. Supporting this recommendation <br />before the CDC, either in person or by letter, were Mr. William F. Franck, <br />owner of the Jefferson Plaza parking lot, and Mr. Earle Greene, leasing agent <br />for Jefferson Plaza. The City Manager indicated that he supports the CDC's <br /> <br /> <br />
