208 <br /> <br />TUESDAY, DECEMBER 12, 1989 <br /> <br />Council unanimously approved a Request-for-Proposal form, as presented by City <br />Manager Brown, by which the City will invite proposals or bids from qualified <br />auditing firms for the conduct of annual audits of the City's financial records <br />for the three-year period beginning with the current fiscal year ending June <br />30, 1990. The record notes that a similar three-year agreement or contract <br />with Ford, Hogg & Cobb, CPA's, expired with the fiscal year ended June 30, <br /> <br />1989. <br /> <br />Mr. Michael Mick, General Manager of Adelphia Cable Communications' <br />Martinsville Division, in writing and in person, discussed with Council various <br />aspects of the "product" and service being made available to local subscribers <br />by the Martinsville Division, including the proposed expansion of "product" and <br />service to area subscribers which, Mr. Mick indicated, has no relationship with <br />the recently-announced increase in subscriber fees. Mr. Mick also informed <br />Council that Adelphia Cable Communications provides twenty-four of the top <br />twenty-five rated basic cable services and, further, that but 7% of the <br />nation's 9,000 cable systems provide as many channels as does Adelphia in <br />Martinsville. During an ensuing discussion of local cablevision service and <br />rates and the City-imposed franchise fee, Councilman McClain observed that, on <br />the basis of Adelphia's operating figures for Martinsville, as recently <br />analyzed by the City's Finance Director, Adelphia has remitted 3.75% of its <br />gross revenue (as defined in the cablevision franchise) to the City as <br />franchise fee, whereas Adelphia is charging Martinsville customers (as a <br />pass-on franchise fee) 4%, thus raising the question as to whether City <br />subscribers are due a refund. Mr. McClain, further, emphasized a need for <br />Adelphia officials to be available to respond to certain questions from Council <br /> <br /> <br />
