'200 <br /> <br />TUESDAY, NOVEMBER 28, 1989 <br /> <br />Mr. Gwaltney as the Coalition's objectives were (1) in concert with the <br />Virginia Municipal League, to defeat the adverse proposals of the Grayson <br />Commission and (2) to support the VML-VACo Task Force and its objectives. Mr. <br />Gwaltney could not assure the Council.that the membership fee, if paid by the <br />City, would be one year's membership or for the life of the Coalition. When <br />asked to compare Virginia's statutes governing local ~nnexation procedures with <br />those of neighboring states, Mr. Gwaltney stated that, in his opinion and from <br />having had experience in the managerial field in both Virginia and North <br />Carolina, Virginia's government is by far the purest and best. After some <br />discussion, in which Mayor Oakes supported (the City's) joining the Coalition <br />whereas other members of Council preferred further consideration, a motion <br /> <br />(duly seconded), to table this matter, for further consideration at Council's <br />next regular meeting, carried unanimously. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appropriated the <br />sum of $5,000.00, being proceeds from a mini-grant application filed by the <br />City School Board by School Board action of May 9, 1989, for the assessment of <br />handicapped and disadvantaged eighth-and-ninth grade students (in the City <br />School System) who take vocational education classes. <br /> <br />Council acknowledged receipt of a check from the State Department of Health in <br />the amount of $17,200.00 as a refund of the City's share of unexpended funds by <br />the local Henry/Martinsville Health Department (or a refund of earned revenue) <br />applicable to the 1988-89 fiscal year. City Manager Brown reported that this <br />refund exceeds the City's 1989-90 budget estimate by $2,200.00. <br /> <br /> <br />
