TUESDAY, NOVEMBER 28, 1989 <br /> <br />ReSponding to a recent invitation extended by Council, Mr. Jerry L. Gwaltney, <br />City Manager of the City of Waynesboro, Virginia, and organizer-chairman of the <br />recently-formed Coalition for Effective Local Government, appeared before <br />Council and presented an overview of this new entity--its objectives and <br />structure--now seeking to preserve and/or protect the interests of Virginia <br />cities which would be adversely effected if current proposals by the Grayson <br />Study Commission are enacted into law by the Virginia General Assembly, <br />particularly as they might relate to annexation proceedings and/or immunity. <br /> <br />Mr. Gwaltney also noted that a proposal identified as the VML-VACo Agreement, <br />developed to attempt to preserve and protect the interest of Virginia cities <br />and counties from adverse legislation proposed by the Grayson Commission, or <br />otherwise, while not a panacea for all Virginia local governmental problems <br />involving growth and annexation, is a step in the right direction, although it <br />has not been accepted by the Grayson Commission. In fact, from Mr. Gwaltney's <br />stated point of view, the Grayson Commission's goal is to "outlaw" annexation <br />in Virginia and to abolish "city status" in Virginia; and, if this goal is not <br />accomplished in the forthcoming General Assembly session, it must be <br />continually guarded against until the threat ceases. Mr. Gwaltney, next, <br />described the services which the Coalition for Effective Local Government, with <br />its consultants (legal, etc.) already retained, will be rendering its member <br />cities-and-towns (by examining and addressing each member's circumstances and <br />needs, as they relate to annexation and/or annexation immunity as well as <br />growth), now consisting of'some twenty local Virginia governments. Membership- <br />fee costs to become a member of the Coalition were given as being $5,000.00 for <br />entities with less than 10,000 population; $8,000.00 for those with populations <br />between 10,000 and 20,000; $11,000 for those with populations between 20,000 <br />and 30,000; and $14,000.00 for those with populations over 30,000.
