.198 <br /> <br />TUESDAY, NOVEMBER 28, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. oakes presiding, was held Tuesday, November 28, <br />1989, in the Council Chambers, City Hall beginning at 7:30 P.M. All members of <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; <br />William Co Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />At the invitation of Councilman Cole, as Chairman of the City's Blue Ribbon <br />Drug Study Committee, Mr. Warren Jackson, Manager of Rivermont Apartments, <br />accompanied by a group of parents and children residing at Rivermont <br />Apartments, appeared before Council and informed Council not only of the <br />concerns of many parents and children (who live at Rivermont Apartments) with <br />the use and abuse of illegal drugs but also their combined efforts in a 'War <br />Against Drugs". As evidence of these efforts, the children present displayed <br />appropriate posters they had created, whereas Mr. Jackson solicited the support <br />and cooperation of all citizens toward providing a better and safer environment <br />not only for the concerned residents of Rivermont Apartments but also for <br />citizens and residents of other areas within the City. Mr. Jackson also <br />pointed to conditions existing at these apartments which are currently making <br />it more difficult to attract responsible tenants, meanwhile suggesting that the <br />City's Police Department adopt a "Park-and-Walk" program for the several <br />problem areas within the City. Council commended the parents and young people <br />from Rivermont Apartments and Mr. Jackson for their interest and involvement in <br />this program, as did Mr. Joseph E. Finley, who will be serving on the Blue <br />Ribbon Drug Study Committee as Chairman of its Community Education Committee. <br /> <br />Contingent upon two minor corrections being made (pages 185 and 186) in the <br />minutes of Council's regular meeting held November 14, 1989, as suggested by <br />Councilman McClain, Council unanimously approved said minutes, as recorded. <br /> <br /> <br />
