-182 <br /> <br />TUESDAY, NOVM~BER 14, 1989 <br /> <br />a 24-unit multi-family housing project on lots abutting Palace Court and Royal <br />Drive, in Martinsville, financing for which is now being considered by the <br />Virginia Housing Development Authority: <br /> <br />WHEREAS, Mr. Allen Adams, HABCO Construction of Martinsville, <br />Virginia, is proposing to construct a 24-unitmulti-family housing <br />project on lots abutting Palace Court and Royal Drive situated within <br />the Corporate Limits of the City of Martinsville, Virginia; and <br /> <br />WHEREAS, the Virginia Housing Development Authority (VHDA) is <br />considering the financing of this proposed multi-family residential <br />housing developmen~ as described in Attachment "A"; and <br /> <br />WHEREAS, the City of Martinsville is committed to efforts designed to <br />expand the housing stock in the City of Martinsville that would assist <br />in providing safe and decent housing for its citizens; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular session assembled November 14, 1989, that it hereby <br />approves the multi-family housing development as proposed by Mr. Allen <br />Adams of HABCO Construction frontingPalace Court and Royal Drive <br />located within the Corporate Limits of the City of Martinsville and as <br />further described in Attachment "A". <br /> <br />Attachment "A" <br /> <br />The proposed development will consist of approximately 24 units, to be <br />financed through Virginia Housing Development Authority's Multi-Family <br />Loan Program,. located on 3.5+ acres on Lots 34, 35 and 38 on Palace <br />Court and Lots 41, 42, 17, and 18 on Royal Drive in Clearview Palace <br />Subdivision in the City of Martinsville. <br /> <br />Responding to much concern recently registered by citizens and by owners/ <br />operators of downtown businesses, as evidenced by correspondence between the <br />Martinsville-Henry County Chamber of Commerce and the City's congressional <br />representatives, resulting from proposed curtailment of area postal services, <br />particularly as they may affect the City's downtown postoffice, Mr. Norman <br />Biersback, local U. S. Postmaster, accompanied by two Postal Service <br />representatives from Roanoke, Virginia, appeared before Council and explained <br />that budgetary mandates (i.e., budgetary "cut-backs" or reductions) by the <br /> <br /> <br />
