TUESDAY, NOVEMBER 14, 1989

U. S- Postal Service have necessitated reductions in hours the local
postoffices will be "open 'for business"; and, in response to a query from
Councilman Cole, Mr. Biersbach indicated that some work reduction as well as
some work reassignments are being made to meet the mandates. Mr. Biersbach
also noted that the decisions effecting local postal services hours are the
result of much study and of efforts to minimize the effects so that the least
number of postal patrons/customers will be effected. Mrs. Pat W. Erickson,
present for this meeting, inquired as to a report or understanding that, as a
"trade-off" to establishing the present postal facility at Spruce and Brookdale
Streets, assurance was then given that the hours then in force at the downtown
facility would never be changed, whereas Mr. Ronnie Stone cited the limited
service now available at the Southside postal facility. Mr. Stone also posed a
possibility that the long-range intent is to close both the Southside and
downtown facilities and to build a new postoffice building somewhere in the
City. Mayor Oakes, meanwhile, pointed to the fact that the local postal
authorities did not forewarn local citizens in advance of the impending changes
and that there is a real need for better communications on the part of the
postal service and the citizens. After some continuing discussion, Council
approved Mayor Oakes' recommendation that City Manager Brown prepare letters
(for Mayor Oakes' signature) expressing the Council's and local public's
concern with the local postal service reductions to the City's congressional
representatives in Washington, D. C. Meanwhile, at Council's urging, Mr.
Biersbach agreed to study the situation further and to confer thereon with
Council.

Council acknowledged receipt of a Report on Audit (now described as Financial
Statements), as prepared by Ford, Hogg & Cobbe, CPA's, for the City's fiscal
