TUESDAY, NOVEMBER 14, 1989 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this fourteenth day of <br />November, 1989, that the Zoning Map of the City of Martinsville, <br />Virginia, be--and is hereby--amended to the extent that a certain <br />tract of land (identified as Lot One from an "out-parcel" of the <br />Ruddco project site) situated on the northeast side of Brookdale <br />Street, near its intersection with Spruce Street, is hereby rezoned <br />from C-1 Commercial to C1-A COmmercial. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after November 15, 1989. <br /> <br />In unanimous acceptance of a recommendation from the Planning Commission, <br />Council directed that.the Special-Use Permit issued by Council's action of <br />October 14, 1986, (and subsequently extended as of April 20, 1989), to Adkins <br />Construction Corporation, for the construction of a 62-unit townhouse <br />development off the west side of Spruce Street, be modified to provide for <br />forty-nine (49) such units, as requested by Adkins Construction Corporation, <br />the developer. <br /> <br />In accordance with a request filed by the Martinsville-Henry County Economic <br />Development Corporation, Council unanimously extended and reinstated a <br />purchase-option agreement between the City and the EDC for 'the marketing of <br />City-owned tracts within the City's Industrial Park (which agreement expired <br />May 23, 1989), with such extension to be retroactive to May 24, 1989, and to <br />continue through December 31, 1989. Meanwhile, Council authorized City Manager <br />Brown to enter into negotiations with the EDC for the development of a new such <br />agreement to become effective January 1, 1990, after approval by the two <br />parties thereto. <br /> <br />Council unanimously adopted the following resolution in support of a proposal <br />by Mr. W. Allen Adams (and his HABCO Construction of Martinsville) to construct <br /> <br /> <br />
