With the
exception of Councilman Allan McClain, who was away from the City, all members
of the Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-
Mayor; William C. Cole, Jr.; and Alfred T. Groden.

After the invocation, followed by Mayor Oakes' cordial welcome to visitors
present, Mayor Oakes and City Manager Brown, on behalf of Council and the City,
presented service awards to a number of employees who completed five-year
increments of City employment during the period July-through-December of 1988.
A listing of these employees, some of whom were not present to receive their
awards, is herein made a part of these minutes as an addendum thereto.

Pursuant to duly-published public notice, Council conducted a public hearing on
Mr. J. Thomas Crawley's petition seeking a C1-A Commercial zoning of a tract of
land identified as Lot No. 1, an "out-parcel" of the Ruddco project site
situated on the northeast side of Brookdale Street near its intersection with
Spruce Street. There being no objections registered by any person to the
requested-and-proposed rezoning, and in acceptance of the Planning Commission's
recommendation that this tract be so rezoned, Council approved said petition by
enacting the following ordinance amending the City's Zoning Map to reflect said
requested rezoning:
