Meanwhile, Council <br />indiCated that it will consider at its ·forthcoming November 14th regular <br />meeting Councilman Cole's suggestion that a special committee be appointed to <br />study the annexation/restructuring question, whereas Councilman Groden warned <br />that without annexation the City of Martinsville can not grow and local <br />property taxes will increase and continue to increase if reasonable levels of <br />services are to be maintained. Council then authorized the extending of an <br />invitation to the organizer (or representative) of the Coalition for Effective <br />Local Government to appear before Council and discuss with Council the subjects <br />of annexation and the ~roposed restructuring of Virginia cities. <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br /> A. Financial 'report for the period ended September 30, 1989; · <br /> and <br /> <br /> B. Status of the Intercity/Greyhound Bus Service in Martinsville. ~ <br /> <br />In tentative acceptance of a Planning Commission recommendation, Council <br />directed that a duly-advertised public hearing be conducted by Council at its <br />forthcoming November I4th regular meeting on a petition filed by Mr. J. Thomas <br />Crawley seeking a C1-A Commercial zoning of Lot #1 (an "out-parcel" of the <br />Ruddco project site) located off Brookdale Street near its intersection with <br />Spruce Street. <br /> <br />Council acknowledged receipt, through Mayor Oakes, of the Matthew Fontaine <br />Maury Award given the City of Martinsville by the Virginia Museum of Natural <br />History Foundation for distinguished service to the Virginia Museum of Natural <br />History. This award was presented to Mayor Oakes in Blacksburg, Virginia, <br />under date of October 19, 1989. <br /> <br /> <br />
