178 <br /> <br />TUESDAY, OCTOBER 24, 1989 <br /> <br />Unscheduled matters and/or comments/inquiries were as follows: <br /> A. By Mayor Oakes: <br /> <br />Inquiry as to the status of the "shell" building constructed <br />by the Martinsville-Henry County Economic Development <br />Corporation; <br /> <br />2. The recent and on/going illness and hospitalization of <br /> School Board Chairman WorthH. Carter; and <br /> <br />3. The upcoming meeting with the City School Board tentatively <br /> scheduled for November 20th; and <br /> <br />B. By Councilman Cole: <br /> <br />i. An inquiry relating to estimated readings for utility <br /> billings; and <br /> <br />2. An inquiry pertaining to the latest edition of the City's <br /> Employee Manual. <br /> <br />In accordance with the provisions of Subsections i, 3, and 4 of Section <br />2.1-344(A) of the CODE OF VIRGINIA (1950, and as amended), and upon motion, <br />duly seconded and unanimously carried by a recorded vote, Council convened into <br />an Executive SesSion for the purposes of discussing (1) personnel matters and <br />(b) a real estate matter. At the conclusion of this session, Council <br />reconvened into regular session, during which Council took no action with <br />regard to any personnel matters discussed. Council, however, did authorize <br />City Manager Brown to enter into negotiations with the Martinsville-Henry <br />County Economic Development Corporation for development of an agreement or <br />contract covering unsold City-owned tracts within the City's Industrial Park, <br />similar to the agreement between the City and the EDC which expired in April of <br />1989, which expired agreement Council indicated that it would extend to January <br />1, 1990, the target date for the beginning of the new contract/agreement now to <br />be negotiated. Meanwhile, each member Of council certified that (1) only <br />public business lawfully exempted from open meeting requirements and (2) only <br /> <br /> <br />
