176 <br /> <br />TUESDAY, OCTOBER 24, 1989 <br /> <br />jurisdiction of the City Manager, shall become effective January 1, 1990. <br />(Not~: a copy of this policy is not included in these minutes but is on file <br />in the office of the Personnel Operations Supervisor.) <br /> <br />Council continued to its forthcoming November 14th regular meeting, for further <br />consideration, Councilman McClain's recent suggestion that Council consider <br />changing its present schedule of conducting its two monthly meetings on the <br />second and fourth Tuesday nights to an arrangement whereby one meeting each <br />month will be conducted during the day-time hours to better accommodate these <br />citizens who may be unable to attend night meetings as well as to have <br />available, only when necessary, staff personnel. Meanwhile, one parent present <br />pointed out that it would be most difficult and inconvenient for parents of <br />scho.ol-age children to attend any day-time meeting, whereas Mr. Joseph E. <br />Finley (who recently retired from the City School system's administrative <br />staff) observed that, from experience with day-time meetings held by the City <br />School Board, issues under consideration bring--or do not bring--citizens out <br />to meetings, not the time of the meetings. <br /> <br />Council congratulated Mayor Oakes upon being elected Third Vice President of <br />the Virginia Muncipal League at the League's 1989 Conference held October 15th <br />- 17th in Fairfax, Virginia, which conference was attended by Mayor Oakes, <br />Vice-Mayor Williams, and City Manager Brown. Reporting on matters of great <br />interest and importance considered at the Conference, Messrs. Oakes, Williams <br />and Brown cited such subjects as annexation and the proposed restructuring of <br />Virginia cities, on which new legislation is being proposed by the Grayson <br />Commission, illegal use of drugs, funding of environmental-and-other programs, <br />recycling of refuse/waste, co-generation of energy, mandated programs, <br /> <br /> <br />
